Lt.ColonelMelvinRussell,chiefoftheCommunityPartnershipDivision,BaltimorePoliceDepartment,joinedTheBaltimorePoliceDepartment(BPD)in1979asapolicecadet.Heworkedasauniformpatrolandthenanundercoverofficerfor20yearsbeforebecominganEasternDistrictLieutenantin2007.RecentlyheledtheBPD’schaplaincyprogramandworkedcooperativelywithsuchcommunityleadersasGenard“Shadow”Barrtosupportareentryjobsprogramandpreventanotheruprisingduringthepoliceofficers’trialsintheGraycase.
